Moving Layers     
When you have multi layer image, you can rearrange the layers by simply clicking and dragging it. Note that you cannot move the Background layer. The Background layer will always reside at the bottom of all layers. Even you cannot move any layer below the transparent layer. You can choose Arrange from the Layer menu to select the option for moving the layers.
